[es] El artículo analiza el uso de las nuevas tecnologías de la información y comunicación como herramientas políticas y la emergencia de multitudes inteligentes conectadas en línea. Éstas son presentadas como un nuevo fenómeno que está transformando las relaciones políticas y sociales tanto como está cambiando el espacio público y los comportamientos políticos a partir de la mutación del espacio físico en el espacio de los flujos y del tiempo real en el tiempo atemporal. El artículo hace una exploración teórica sobre el uso de la Web y de las redes sociales (Facebook, Twitter y los blogs). Su principal objetivo es analizar y describir el uso de estas nuevas herramientas en la comunicación política entre los legisladores y los ciudadanos en el caso argentino.[en] The paper analyzes the use of new technologies of information and Communications as political tools, and the emergence of smart mobs connected online. These are presented as a new phenomenon that is transforming the political and social relations as well as changing public space and political behavior by mutation of the physical space in a space of flows and a realtime in the timeless time. It makes a theoretical exploration about the use of the Web and the social networks (Facebook, Twitter and blogs). Their main objective is to analyze and describe the use of these new tools in the Argentine case study about online political communication between legislative representatives and citizens
